Seoul, South Korea, October 30th, 2025 – The Caribbean Community Climate Change Centre (CCCCC) is proud to announce that the Green Climate Fund (GCF) Board unanimously approved the Dominica Climate Resilience and Enhancement Project (DOMCREP – SAP062), valued at USD 26.029 million. This project will boost Dominica’s food security, strengthen critical disaster management infrastructure, and build capacity with small-scale farmers on climate impacts and adaptation. The project comprises USD 24.526 million in GCF grant resources and USD 1.503 million in co-financing from the Government of the Commonwealth of Dominica. DOMCREP represents a historic milestone as Dominica’s first single-country project funded by the GCF, underscoring the island’s leadership and commitment to building resilience against climate change impacts.
CCCCC, Executive Director Colin Young, PhD, shared his reflections on this milestone achievement:
“This investment will help to rebuild key capabilities and strengthen key agricultural elements that were significantly impacted by Hurricane Maria, which destroyed over 226% of Dominica’s GDP in 2017. The CCCCC, as a Regional Direct Access Entity (DAE) to the Green Climate Fund (GCF), is proud to support the Government and people of the Commonwealth of Dominica to access its first, single-country project from the GCF. The DOMCREP represents a catalytic and transformative investment for small-scale farmers to the adverse impacts of climate change. By employing Climate-Smart Agriculture technologies, this initiative will provide matching grants directly to vulnerable farmers to cultivate climate-resilient crops that will improve food security. Additionally, GCF’s investment will also retrofit hurricane shelters, while also bolstering national and community early warning systems. The CCCCC expresses gratitude to the GCF Secretariat and Board for its commitment in ensuring climate finance flows to the most vulnerable people in regions around the world.”
The project focuses on three key components designed to strengthen Dominica’s resilience to climate variability and change by:
- Equipping farmers with tools to plant climate-resilient crops, enhancing 10 community nurseries, and adopting climate-resilient agricultural techniques and technologies.
- Retrofitting critical disaster management infrastructure and strengthening the Early Warning System (EWS) in Dominica at both the national and community levels.
- Expanding public awareness and employing training programmes for farmers and other key stakeholders on climate impacts and possible response actions. In addition, the project includes the development of a climate-resilient knowledge hub, which will facilitate the generation of improved projects in the future.
Minister of Finance, Economic Development, Climate Resilience and Social Security, Government of the Commonwealth of Dominica, Hon. Dr. Irving McIntyre, described the approval of the DOMCREP project by the Green Climate Fund as a proud and defining moment for Dominica:
“This USD 26 million investment stands as a strong endorsement of our country’s national resilience agenda and will deliver tangible, long-term benefits to eight of Dominica’s most vulnerable communities. This milestone reflects years of dedicated effort by the national team and its partners, symbolizing stronger livelihoods, safer infrastructure, and renewed global confidence in Dominica’s leadership on climate resilience.”
Through the DOMCREP project, the CCCCC continues to deliver on its mandate to advance climate resilience across the Caribbean. This achievement underscores the CCCCC’s proven capacity, experience, and commitment to mobilizing critical climate finance that supports inclusive, transformative, and country-driven climate actions across its Member States. To date, the CCCCC has successfully secured four funding proposals from the Green Climate Fund (GCF), totalling nearly USD 120 million in grant resources; a testament to its leadership in driving climate adaptation and resilience in the region.
